1995 cadillac eldorado traction wont turn off!?

My 1995 Cadillac Eldorado's traction wont turn off- now when I drive it drags and releases so bad that I cant even drive over 5 mph. Its a used car up until today- there was a light that said traction disabled, now today when it snowed I tried ot drive it ant it says traction active but its so bad that I cant drive the car faster than 5 mph- Help if you can.
