What should I do with a deadbeat RA and a dorm full of chaos?

The RA is a total deadbeat, he only did the job to get paid, the hall is full of girls screaming and yelling during "quiet hours". You can ask them to stop and they wont, then the RA is never around anyways to help mediate. Meanwhile there are guys that are just plain rude and obscene not to mention they listen to their music as loud as it can go just to piss people off. (Same thing with the girls, they wont stop regardless of anything you ask them). What to do with all this chaos and failure?
