My kitten is always meowing. Anything I can do?

I'm uming it's a normal thing, since I've had several before and I know they are young, and meowing should be a normal thing. This one is deaf also, and I'm wondering if it's lack of hearing might contribute to it's meowing? At night it gets on my head and burrows into it and meows frantically. Is any of this normal?
