1984 90 hp Mercury outboard?

My motor won't start in neutral and dies when its put in neutral. I have to throttle the engine up to get it running and get it into gear Pretty quick. After i get moving it runs fine..but when i put it back in neutral it bogs down and dies..kind of sounds like its idles low or something and putts out and dies.. what could cause this and how do i fix the problem?
